Enterprise Zone Contribution Projects
About the Program
The Enterprise Zone (EZ) Contribution Project Program supports projects, programs, and organizations that implement the South Metro Enterprise Zone economic development plan. Approved projects can receive qualifying monetary or in-kind contributions from Colorado taxpayers.
Colorado Taxpayer Incentives
Colorado taxpayers may be eligible for a state income tax credit equal to 25% of monetary contributions and 12.5% of in-kind contributions made to approved Enterprise Zone Contribution Projects. Taxpayers should consult their tax advisor regarding eligibility and filing.
Apply to Become an Approved Contribution Project
Organizations seeking Enterprise Zone Contribution Project designation must submit a formal proposal for review. Proposals are reviewed through a multi-phase process (local review, peer review, and statewide consideration).

Step 1: Align to SMEZ Goals
Your proposal must support at least one South Metro Enterprise Zone economic development goal.
View SMEZ GoalsStep 2: Complete the Proposal
Provide project scope, measurable outcomes, budget, anticipated contributions, and required attachments.
Step 3: Review & Approval
Proposals move through local review, statewide peer review, and final statewide consideration.
Step 4: Operate & Re-Certify
Approved projects typically require annual reporting and re-certification to remain eligible.
Required Proposal Attachments
- Certificate of Good Standing (Colorado Secretary of State)
- Community letters of support (recommended minimum of three, including one from local government)
- Most recent organization financials/audit
- Current signed W-9

Capital Campaign Projects
Capital campaign projects raise money for a defined capital project and typically begin construction or implementation within five years.

Operations Projects
Operations projects support activities intended to generate economic activity and achieve near-term goals.

Ineligible Contribution Project Categories
Some categories are generally not eligible because they do not advance near-term enterprise zone economic development goals.
